With regard to Fisherman’s Wharf, it is served by F, both Powell cable cars, 39, 30,47, 8X/8BX. If you disregard the first four (tourist lines), that leaves three lines that don’t enter the heart of Fisherman’s Wharf. That is your problem. (Maybe bring back the 32 Embarcadero?).
Bring back the 10 (resuming service to the NE corner of the city). Problem solved.
